Penal facilities, staff and administrative procedures

Penal facility administration should aim to hire officers, guards & employees with the same biological sex of the prisoners being housed within that specific prison, particularly aiming to staff only biological females within any and all penal facilities that house girls and women.

Basic searches and strip searches should always be performed by a Prison Officer/guard with the same biological sex as the inmate requiring a search. Female officers/guards search female inmates and male officers/guards search male inmates.

Penal facilities should house inmates of one sex only whenever possible. If required, states should provide resources for new facilities to be constructed in order to obtain single-sex-segregation in all penal facilities.

Data and other information that is collected and recorded within penal systems and facilities must be based on biological sex, and must be sex-segregated.
